Summary
After the military conference, Taibao Zhen deliberated with Xia Guan Bing Ma Si Zheng and Ji Zhou's garrison on whether to summon troops from Xu and Yanzhou or keep them stationed to restrain the Gonggong and Guandou tribes. The imperial army faced supply issues due to the Gonggong tribe intercepting transport routes. Ji Zhou's garrison suggested dispatching naval forces to protect supply lines, which Taibao Zhen agreed with, proposing to command the Huai Shan tribe's navy as well. Meanwhile, the Yanzhou garrison struggled with supply shortages, leading to a proclamation demanding grain from local tribes, which resulted in resistance. An attack on a prominent clan demonstrated the imperial army's strength but also led to a significant defeat for a town leader who underestimated the enemy. This defeat caused delays in grain deliveries from smaller tribes. Ultimately, Taibao Zhen decided to withdraw the Xu garrison to the Guandou border for support and ordered the Chu Zhou garrison to assist the imperial army against Sanmiao.
