Summary

Li Yan Qing and his entourage departed from Xingtang County to Zhen Ding County to meet officials from the Transport Office and prepare a report for Chancellor Fan Zhi Xu. After ten days of inspections, they were exhausted. Li Yan Qing reviewed the inspection draft, realizing the logistical failures that led to the disastrous northern expedition against the Liao Kingdom. Upon arriving in Zhen Ding, they were welcomed by county magistrate Wang Xiao, who had prepared accommodations. However, Deputy Inspector Wang Zao was missing, causing concern as he held important inspection drafts. Li Yan Qing searched Wang Zao's belongings and found the drafts, which relieved him. Meanwhile, Wang Zao was at a tea house meeting Cui Mi, an aide to Supervisor Liang Fang Ping, discussing potential discrepancies in the inspection results and the need for the drafts. Wang Zao, however, refused to hand over the drafts, offering only a few points from Li Yan Qing's report instead.
