Chapter 341: Secrets of the Western State. [348]
Summary
' Li Su's investigation into the tax system and government corruption in Xizhou led to shocking discoveries. The people were forced to pay two taxes a year, equivalent to half their income, due to the prefecture's decision to privately implement a tax system. This exploitation was attributed to Governor Cao's decree. The common folk endured the harsh conditions, fearing to report the officials to the authorities due to the long and treacherous journey to Chang'an and the risk of being considered a serious crime. Qian Fu Zi, a butcher, revealed that despite the limited military force, Xizhou managed to defend against foreign invasions with the help of two elite cavalry units that emerged from the south and north directions of the Western State City. These units were not Han people but Tujue people, and their leader was unknown. Li Su planned to infiltrate the governor's mansion to kidnap a minor official and gather more information. The chapter ended with a cliffhanger, setting the stage for the next chapter. 'Full content
