Summary

Li Su is tasked with interrogating Qian Fu Zi, but he has no experience with interrogation. He decides to follow a routine of beating the prisoner to intimidate him, which results in Qian Fu Zi being brutally beaten by Zheng Xiao Lou and Wang Zhuang. However, when Li Su finally asks Qian Fu Zi questions, he discovers that Qian Fu Zi was willing to cooperate from the beginning. Qian Fu Zi explains that the Xizhou government often bullies the common people, and that the city's government has a history of using authority to control the people, dating back to when the Tang Dynasty took over Xizhou. The people of Xizhou were initially citizens of Gaochang, but after the Tang court relocated 10,000 Tang citizens to Xizhou, the city's population became predominantly Tang citizens. Despite this, the government continues to treat the people harshly. Li Su is confused and concerned about the situation, and Qian Fu Zi's explanations have raised more questions than answers.
