Summary

Jing Bei Mu suspected that the Ying He Bu Luo had not fully adopted Dayu's new policies and decided to investigate. Disguised as a commoner, he and a lookalike subordinate explored local clans, discovering they maintained their own military structures and were well-equipped for battle. The clans had training grounds and ample supplies, capable of sustaining a year of warfare. Upon reaching the grand city of the Ying He Bu Luo, Jing Bei Mu noted its impressive fortifications and bustling markets. He was welcomed by a ceremonial elder and invited to a banquet by the tribal chief. During dinner, Jing Bei Mu discussed his inspection tasks, and the elder assured him of full cooperation. Later, while disguised, Jing Bei Mu overheard locals expressing dissatisfaction with Dayu's policies, revealing concerns about centralized authority and the treatment of Yi Di.
