Summary

In the grand palace of Dayu, Che Sheng, the quartermaster of the guard camp, seeks an audience with Emperor Dayu after being threatened by the quartermaster of the Equipment Department. He informs Dayu of his appointment with Grand Minister Xia Qi and relays the threats he received, stating his plan to gain the trust of the Equipment Department by participating in their secret meetings. Dayu advises him to proceed carefully and assures him of support. Che Sheng devises a plan to disguise the labor chief as an assistant to help him infiltrate the Equipment Department and gather information. Meanwhile, Grand Minister Xia Qi organizes a team to investigate the Ying River tribe and encourages educational reforms, assigning tasks to governors to inspect the tribes. Jing Bei Mu, tasked with inspecting the Ying River tribe, notices the locals are armed and on guard, indicating underlying tensions.
