Summary

The chapter describes a meeting between the Qiang leader Zhuo Ma and the Southern Xiongnu's Right Virtuous King Qu Bei. Qu Bei is eager to use the Qiang forces as cannon fodder against the Han army, while Zhuo Ma agrees to this plan. Later, Zhuge Liang devises a cunning scheme to release 20,000 Xiongnu captives outside Chang'an, forcing Cao Zhang and Jia Xu to either take them in and deplete their supplies, or let them fend for themselves and lose their loyalty. Cao Zhang and Jia Xu are left in a difficult position, with Jia Xu suggesting a way to make use of the captives.
