Summary
Cheng Yaojin explains to Li Su that the Emperor's intention is to launch an attack on Suiye Datan, a powerful tribal leader, and that Li Su's "Pushing Kindness Strategy" and "Using Spies Strategy" have created a good opportunity for the Great Tang to unify the north.
