Summary

The chapter describes a scene where Su Shi proposes a punishment for criminals, which is met with approval from the officials present, including Fan Zhongyan. The large man who was punished then asks to become a boatman as penance. Meanwhile, Wang Nian An reveals a plan to obtain grain from the Liao Kingdom by enforcing a strict ban on alcohol in Hebei, in order to force the Liao Kingdom to bring grain to them. This plan is discussed with Fan Zhongyan and Ouyang Xiu.
