Summary
Zhang Xuan inspects Qingzhou while Emperor Li Yuan inspects Fufeng County, where the Tang Dynasty has confiscated lands from Guanzhong aristocrats to establish a military merit land system, rewarding soldiers with land. This boosts morale but displaces tenant farmers who relied on these lands for survival. Liu Wenjing proposes renting some confiscated land to tenant farmers, but the military opposes this, leading to violence against farmers and mass migrations to Bingzhou. Li Yuan, angry about the situation, inspects the area and discovers that military households are driving away tenant farmers. Despite his efforts, Li Yuan faces challenges with his son, Li Jian Cheng, who avoids confronting the tenant farmer issue.
