Summary

In Zizhou County, the protagonist and Xiao Zui meet A Xing, a former medical apprentice, to address local issues. The county magistrate, Hu Ru Chang, a wealthy but irresponsible scholar, bought his position and neglects the common people. After a tiring day, Xiao Zui rests while the protagonist seeks information about Hu. Sneaking into the county office, he learns Hu is out at a brothel, neglecting his duties. The protagonist reflects on the magistrate's disregard for the suffering populace, as beggars are turned away from the city. A confrontation with Hu seems inevitable.
