Summary

In late October, Zhao Hong Run closely monitored the situation in Yan Ling City and the Chu army's movements. He evaluated local officials, noting that the civil and military leadership was effective in managing the influx of refugees and defending against the Chu army. Despite their efforts, Zhao Hong Run identified weaknesses in their passive defense strategy. On October 20th, he summoned key officials to announce his intention to take control of Yan Ling, backed by an imperial edict granting him authority. The officials, initially shocked, realized they had no choice but to comply with his orders, including a plan to build a dam on the Yan River to counter the Chu army's advances.
