Summary

Wen Da Ya arrives in Zhongdu and immediately seeks an audience with Prime Ministers Su Wei and Pei Ju, aware that Minister Wei Yun Qi represents Zhang Xuan. He presents letters from Emperor Li Yuan and Prime Minister Chen Shuda, discussing the ceasefire agreement between their nations. Wen Da Ya confronts the prime ministers about the Northern Sui's violation of the agreement, but they counter by claiming the document has expired due to the Tang army's prior attack on Hu Pass. Despite Wen Da Ya's arguments, the ministers assert that the ceasefire is no longer valid. Pei Ju suggests postponing formal discussions, allowing Wen Da Ya to leave. Afterward, Wei Yun Qi and Su Wei discuss a letter from Prince Qi regarding negotiations for redeeming territory, agreeing that food will be a critical bargaining chip. Wen Da Ya, feeling defeated, seeks guidance from Pei Ju, who encourages him to remain patient and sincere in negotiations.
