Summary

In Jinling, a city under the Son of Heaven's rule, the new magistrate, Jin Tai Da, struggles with the weight of his position amid rampant corruption and inefficiency. Despite being appointed for his integrity, he has not handled any cases in over a month, leading to public discontent. His assistant, Fan Da, is frustrated by the lack of action, while Jin Tai Da dismisses the importance of his duties, viewing his role as merely transitional. Tensions escalate when An Zheng, a young man with a mysterious past, confronts and violently attacks a corrupt officer, Shang Da Zhi, in the government office, showcasing the underlying chaos in Jinling.
