Summary

Sun Ying seeks intelligence on Goguryeo's troop movements and learns from Meng Chi that there are about 70,000 troops deployed, with plans targeting Yancheng and Liucheng. He decides to meet Meng Chi's leader and sends a letter to General Pei. Meanwhile, the Xianbei, under pressure from the Khitan, suffer heavy losses in battle and decide to apologize to Liucheng, offering compensation. Sui cavalry arrive at the Xianbei royal tent with a letter from General Pei, requesting to temporarily station troops on Xianbei land. The Xianbei Elders debate the request, with concerns about potential control by the Sui, but Su Zhi argues it could relieve their tribute burden to the Khitan. Ultimately, the Elders agree to accept the Sui army's request, seeing it as an opportunity to benefit from the situation.
