Summary

Sui cavalry arrive at the Xianbei royal tent with a letter from General Pei, requesting to temporarily station troops on Xianbei land. The Xianbei Elders debate the request, with concerns about potential control by the Sui, but Su Zhi argues it could relieve their tribute burden to the Khitan.
