Summary

As autumn arrives, the people of Western Xia face dire economic conditions due to increased taxes in currency instead of goods. Many have to sell their livestock to pay taxes, leading to widespread despair. This hardship fuels thoughts of rebellion among the commoners, especially among the non-Tangut tribes.
