Summary
Luo Yi, the governor of Youzhou, anxiously contemplates the threat posed by Zhang Xuan, who has unified Hebei and Liaodong and is likely targeting Youzhou next. Despite reassurances from his advisor, Wen Yan Bo, Luo Yi fears his twenty thousand troops cannot defend against a full-scale assault. A surprise visit from Wen Da Ya, military secretary to the Tang King Li Yuan, brings hope as he discusses the importance of Youzhou and the potential support from Chang'an. Wen Da Ya presents a letter from Li Yuan, urging Luo Yi to accept a title from Chang'an, which Luo Yi finds appealing but is cautious about the sincerity of Li Yuan's intentions. After negotiations, Wen Da Ya offers Luo Yi the title of Left Yiwai General and Prince of Beiping, which Luo Yi is pleased with but decides to formally accept the next day. He also summons his brother, Luo Shou, to discuss their options in light of the impending threat.
