Summary

The chapter describes Deng Zhi, an envoy of the Han dynasty, who is feeling disappointed with his allies. He wishes he had 500,000 stone of grain to help the situation in Jingzhou. When Deng Zhi reaches the riverbank, he is approached by some Yamakoshi men who claim their boss has been looking for him. They invite Deng Zhi onto their boat, but he is confused about who their boss is. The chapter then shifts to Liu Mang's plan to use the pretext of temple renovations to provide work and relief for disaster victims. Zhang Fei is initially skeptical but agrees to the plan. Liu Mang also plans to have the disaster victims work on repairing roads and water conservancy projects across Jingzhou.
