Summary

Li Cheng Xian, the largest city in Qing Zhou, faces competition from Yi Du County. General Zhang Xuan has established a military base there, while Wan Jing Tavern, a struggling establishment, serves as the intelligence hub for the Bohai Society. As the Sui army surrounds the tavern, chaos ensues when soldiers invade, seeking the owner who is destroying documents. Zhang Xuan arrives to find the tavern filled with captured Bohai Society agents and weapons. Meanwhile, Gao Hui, a chief intelligence officer of the Bohai Society, arrives in Qi Jun, realizing the extent of Zhang Xuan's actions and the betrayal of her brother, leading her to negotiate with Zhang's advisor, Fang Xuan Ling.
