Summary

In the western city, refugees have built makeshift shelters to endure the harsh winter ahead. Despite some being able to work, they are restricted by Zhao Yuan Kai from entering the city. When they attempt to petition the Emperor, panic ensues as Imperial Guards appear. However, upon the Emperor's arrival, they kneel in awe. Li Shi Min, moved by their suffering, personally assists them and serves porridge, expressing his regret for their plight. He commands officials to ensure their needs are met and to facilitate their return home. Meanwhile, a potential assassination plot unfolds as Li Yu suspects danger for the Emperor.
