Summary

Zhu Sui Liang, once an official under Xue Ju, later served Li Shi Min after surrendering. Discontent with Li Chao's military success, he sought to investigate in Lingzhou. Li Shi Min reluctantly agreed, appointing him as an envoy to deliver supplies. Meanwhile, Li Chao reported significant gains from Lingzhou, including over 1.1 million stone of grains and a registered population of 137,000. He planned land allocations for the new residents and aimed to ensure proper registration of land deeds. Li Chao emphasized the importance of population for prosperity and ordered tax collection based on newly registered lands, adapting wartime policies for efficiency.
