Summary

Wang Yan Shan confronts An Zheng, expressing his belief that the world is filled with foolish people who submit to authority, whether good or bad. He acknowledges his own role as a local official, claiming to have done his job well despite the injustices he perpetuates. An Zheng, however, sees through Wang Yan Shan's facade and decides to execute him, emphasizing the need for fear to control the populace. He appoints Song Zhi Hai as magistrate, instructing him to execute the most oppressed citizens to instill fear and ensure compliance. An Zheng believes that while he can control through violence, true change in human nature is unattainable.
