Summary

In mid-December, Zhang Chao, a significant regional authority as Protector, Governor, and Prefect, prepares for the annual court assembly in the capital. Chaoji Envoys, including governors and senior officials, must present tribute to the Emperor and participate in assessments. This assembly strengthens central control over regions.
