Summary

Shouguang County, located by the Juyang River and Laizhou Bay, has a rich history and was once the largest shipbuilding area in Beihai Commandery. However, the shipbuilding industry suffered greatly during wars against Goguryeo, leading to a significant loss of craftsmen and a decline in population due to banditry. After years of abandonment, people began returning to Shouguang County, revitalizing the area with new businesses like a grocery store and tavern. Magistrate Jiang, appointed after the previous magistrate's disappearance, is focused on reclaiming farmland and restoring the county's agricultural base. Zhang Xuan, visiting to inspect the shipyard, hopes to revive shipbuilding to boost the economy. He meets Zhou Ling, the former manager of the shipyard, who reveals that materials for a warship are available but lacks dragon bones needed for construction.
