Summary

Xiang Tian, a middle-aged man, met Jiang Quan at the city gate of Western State, where he handed Xiang Tian a document appointing Li Su as the Deputy Magistrate of Jingyang County. Li Su noticed the absence of officials to welcome him and was displeased. Xiang Tian attributed the oversight to Li Su's sudden arrival. As they entered the city, Li Su was appalled by the dilapidated condition of the city, including the city gate and wall, and expressed his desire to implement policies to improve the city. The city's residents were impoverished, wearing tattered clothes and eating limited food. Li Su found it strange that the city was poor despite being a major stop for merchants on the Silk Road. Xiang Tian led Li Su to a small earthen residence, which Li Su found unacceptable, and was told that Governor Cao was not in the city, having led troops to chase thieves. Jiang Quan expressed his distrust of Xiang Tian, suspecting that his words were not entirely truthful.
