Summary
Dayu convenes a meeting with the Grand Minister of Heaven and the acting commander of the Huai Mountain Clan to discuss the impending threat from foreign forces breaching the east gate of Wang Ji's new city. Ultimately, after much deliberation, they decide to abandon the outer city and retreat to the inner city for a stronger defense. The Jingzhou garrison and other commanders express confusion and guilt over the decision, but they comply with the orders.
