Summary

The Ying Qin and Hu Ji clans conspired with foreign barbarian tribes to attack the Nakahara court but faced significant obstacles from the Nakahara tribes and the distance to their new site. He suggested purging disloyal officials in the military affairs office, but Dayu advised against a large-scale purge to avoid internal turmoil. Instead, Xia Qi instructed Huai Shan to form a secret organization to investigate officials. Shuang Gou, the acting governor's messenger, led this group to gather intelligence on officials, uncovering connections that raised suspicions about their loyalty.
