Summary

The chapter describes the challenges faced by Jia Chang Chao after he took control of the court. He was eager to showcase his talents, but realized there was little he could actually accomplish. The military reduction plan left by Wen Yan Bo had not been fully implemented, and military spending was high. Jia Chang Chao was also burdened with disaster relief efforts and an impeachment letter against Wang Ning An, who was accused of scheming against officials. It is revealed that Wang Ning An had secretly been obtaining rare sea horses for the emperor, Zhao Zhen, to aid his health, which the emperor covered up. Jia Chang Chao was amused by the situation, while Zhao Zhen burned a secret report, indicating he wanted the guilty parties to be executed.
