Summary

Liu Mang criticizes Liu Zhang's reliance on outsiders and suppression of the local Yizhou faction, stating this has weakened the province. Despite appointing talented generals like Zhang Ren, Liu Zhang believes the locals lack loyalty and dismisses them as cowardly. Liu Mang asserts that without a strong local leader, the people of Yi Province will be vulnerable. He critiques both Liu Zhang and his father, Liu Yan, for creating internal divisions. Liu Mang proposes that Yizhou should be led by its own people to prevent these internal struggles. He acknowledges Liu Bei's use of outside factions but points out the long-term harm it caused, especially after the fall of Jingzhou. Liu Zhang, resigned to his fate, suggests that Liu Mang prove his ideas through action, indicating that if his ministers agree, he will hand over Yizhou peacefully.
