Summary

Chang Feng reports to the Huai Shan clan leader about a secret decree from Yu Di and a verbal command from Taibao Zhen Shi, allowing the imperial army to requisition supplies and execute anyone who resists. This leads to widespread theft and violence against villagers, resulting in numerous deaths. In a heavenly court, Dayu defends the imperial actions as lawful, but Chang Feng argues that the lack of proper procedures and indiscriminate killings are morally and legally wrong. Chang Feng accuses Dayu of murder, questioning the legitimacy of his authority since he issued the decree while Yi Di was imprisoned. The other gods initially support Dayu, but Chang Feng's arguments cause doubt. Ultimately, Yu Di decides to expose Dayu's actions for judgment, and the court resumes with a display of the imperial army's brutal methods, evoking sorrow among the witnesses.
