Summary
The Liao Dynasty has five capital cities, but their emperor does not reside in any of them. Instead, the Liao people have a custom called "Na Bo", which is a temporary palace or encampment that the emperor uses to maintain the nomadic traditions of their ancestors. The emperor spends time at different Na Bo locations throughout the year, following the water and grass for hunting and fishing. At each Na Bo, all Khitan officials, both high and low, along with Han officials from the Xuanhui Academy, must attend. The appointments of high-ranking officials must go through the Secretariat's formal approval process.
