Summary

The chapter describes the tense peace negotiations between the Song and Liao dynasties, with officials in the Song capital closely following the progress. A report from the Deputy Chief of the Secret Police, Wang Gongchen, criticizes the Minister of Shipping, Yu Jing, for allowing sabotage that endangered the Liao envoy's life. Wang Gongchen urges the Emperor to punish the troublemakers. Meanwhile, the insignificant Wang Ning An submits a petition to the Emperor before Wang Gongchen's report, thanks to the help of an old steward. The chapter then introduces the arrival of the old general Wang De Yong, who praises Wang Ning An for scolding a Liao official, and the start of the true contest between the Song and Liao kingdoms.
