Summary

Uchiha Fei Yu, a powerful figure, is assigned CP0 agents Lu Qi and Si Tu Xi as guards by the World Government, which fears his strength. Si Tu Xi, the chief intelligence officer, is initially confused by her assignment but soon becomes infatuated with Fei Yu after he demonstrates his power. As Fei Yu explores the Holy Land of Mariejois, he observes the resentment and suffering of the slaves who built the city, realizing the negative emotions could enhance his own abilities. In a meeting with the Wu Lao Xing, Fei Yu uses his Heavenly Demon Secret to control them and learns that Yi Mu, the nominal ruler of the World Government, is largely inactive. Fei Yu decides to let Yi Mu remain asleep and instructs the Wu Lao Xing to create chaos in the world while maintaining order. They plan a large-scale war against non-member states of the World Government, which will involve millions and provide Fei Yu with opportunities to harvest souls. The Wu Lao Xing estimates it will take a year to prepare for this war, during which Fei Yu plans to target Grand Pirates in the New World, utilizing the World Government's intelligence for his goals.
