Summary

Liu Che, after overseeing the renovations in Chang'an City, decides to leave the palace to inspect the changes firsthand. The city's expansion has involved extensive work, including the construction of over 100,000 new residences and improved drainage systems, mobilizing a large workforce and significant funds. While public trust in the emperor has grown, Liu Che is aware of underlying corruption among officials. To maintain his authority and connect with the populace, he plans to publicly address these issues by punishing corrupt officials, thereby reinforcing his image as a benevolent ruler. Disguised as a noble, he prepares to venture into the city with a group of guards and a notable scholar, Si Ma Xiang Ru, to witness and validate his efforts in addressing bureaucratic misconduct.
