Chapter 118: The Plan for Reform. [130]
Summary
As the heat in Chang'an intensified, Liu De remained in the city while others sought refuge at Ganquan Palace. He instructed Wang Dao to procure mung beans to help struggling scholars cope with the oppressive weather. Despite Wang Dao's difficulties in sourcing enough beans, Liu De remained calm and sent him to the Shaofu for 3,000 jin. Liu De contemplated the need for reforms in the Shaofu, recognizing its inefficiencies and corruption. He envisioned restructuring it into three departments to improve operations and reduce waste, aware that such changes would face resistance from nobles. Meanwhile, Wang Dao successfully returned with the mung beans, which were distributed to the scholars by Ju Meng, as Liu De expressed regret for not being able to personally assist each household.Full content
