Summary
Guo Shi Heng, a general under Wang Shi Chong, leads troops in Huai'an County. Zhang Xuan plans to persuade him to surrender through his friend Tian Zan. Tian Zan agrees to help and hurries to deliver a letter to Guo Shi Heng. Zhang Xuan is concerned about the Tang army's movements and strategizes to capture Luo Yang while maintaining his own forces. He meets with Cen Wenben, an advisor, and discusses strategies for capturing Luo Yang, considering a dual approach to outmaneuver the Tang army. Cen Wenben suggests exploiting Wang Shi Chong's weaknesses and creating divisions within his ranks.
